The timeframe for the bottom is a day. The caption should be 'Recently Active', I suppose.

You can click the icon to go here, this lists the users actually logged in. Or, add the users to your buddy list and then from the Quick Links menu choose 'Open Buddy List'. This will list which of your buddies are online.

There will be big improvements to the buddy system as soon as the next version of our forum software is stable enough to run live.
