Default heatsink or Power Supply issue

Recently, I had to purchase a new mobo because my computer was rebooting spontaneously. The mobo I purchased is for a socket 478 PIV processor and I'm using the same power supply as before. Once I swapped the mobo's, I've been hearing a noise when turning the PC on. It sounds like it's coming from the fan but I'm not sure. Is there any way, without using a multimeter, that i can find out if the issue is with the power supply or with the heatsink on the CPU? And if it is the heatsink, how do I fix that?
