The wav file is on my D: drive. Should it be on the C: drive?

Here are my thoughts: Since I have an extra potent sound card, it requires it's handler to be loaded. It seems to me that windows "sounds" plays the file before the sound card handler is completely finished loading.
So . . .
1 - why doesn't it happen the same way every time?

2 - can I reorder the sequence of events so the wave is played after the sound card software is loaded?
