I have a small problem: My PC does not seem to realize where I am or what the current time is... even though I keep telling it!

I am in the Eastern Standard Time Zone of the U.S. I have set the daylight savings adjustment to automatic (checked the box). So why does my machine keep insisting that I'm in Central Time?! For instance, right now it's 7:32 pm, but if I restart my machine it will say it's 6:32.
I never had this problem before, and my old machine has no problem. What in the heck could be happening?
